Do you need a good Image Editor and Viewer program? One of the best that I have found is IrfanView and it's FREE (donations accepted) for personal use. It is a good choice for an external viewer (used via the Viewer Plug-In) and for resampling stamp pictures as well as many other uses. This program makes a fine choice for converting jpg and other formats to bmp right from the STAMPCATalog Plus menu.
